The author gives a detailed overview of how Estonian cinema functions. He focuses his attention on describing the Estonian film foundation, as the central, independent institution for financing film industry. The author detaily enumerates tasks and purposes of the foundation, and describes how it operates. He also gives a concise overview of the history of Estonian cinema and a review of the 1990s, since Estonia became independent until the founding of the foundation in 1997. He points out that foundation was a key factor in the revitalisation of the Estonian cinema at the beginning of the 21st century. The conclusion is a review of another institution participating in the financing of film, and an overview of film festivals in Estonia, along with several tables with numbers of shot and screened films in recent years, and a list of Estonian long features shot from 1998 till 2003.
